Assessing leadership programmes through transparent criteria
A proposed framework for assessing candidates for regent, mayor, governor, and president, as well as government policies.
A concept for development; not findings from empirical HIR research.
HIR could develop comparisons of leadership programmes using consistent criteria and verifiable sources. This framework is not yet an assessment of any particular candidate.
Read programme documents
Distinguish campaign promises, adopted policies, implementation, and demonstrated results. Record the date and source of each document.
Apply consistent criteria
Assess public needs, budget feasibility, legal authority, outcome indicators, and community impacts against consistent criteria.
Disclose conflicts of interest
Authors' relationships with candidates, government, or businesses under review must be disclosed. Research involving businesses owned by HIR's initiator requires disclosure of interests and independent review where available.
A question for further inquiry
Does the programme have targets, identified funding, and measures of success that can be verified?
Methods / basis of writing
Concept note; not an empirical research report.

No empirical references yet; this article is an initial concept.
Limitations / verification status
Further evidence gathering and testing are required.
